The aim of this paper is to examine passengers’ self-responsibility in flight safety from the point of seat belt use. There is the possibility that airplanes encounter turbulence during flight. The seat belt is only safety measure passengers can take to possibly save themselves from injury or death in turbulence. However, passengers do not necessarily understand the risks of not wearing a seat belt.
Popularization of information with regard to turbulence and turbulence accidents is imperative. The government, airline companies, mass media, tourism industry and consumer education cooperate and need to work on it.

The purpose of this study is to analyze the state of consumer problems for the elderly and to develop consumer program for them. The results are as follows;
1) The consumer program for the elderly must pay attention to their cultural background. Of the 10 items tested, 6 items have significant statistical difference (001 level). In Cheju, the knowledge is needed in some areas like expiration date or how to use frozen foods. An example in Okinawa of the knowledge needed, would be on how to be released from a contract.
2) Because of the decrease of physical and mental ability in the elderly, consumer troubles are increase. To avoid consumer troubles, the concept of universal design must be applied for not only consumer goods, but also consumer information.
3) If decision-making and critical thinking skills are not taught to the elderly, then, fundamental consumer problems will not be solved.
4)Human relationships sometimes becomes the motivation for buying goods for the elderly. When the elderly buy goods from their acquaintances, they hesitate to complain even if there are some troubles about the goods they bought.
