The purpose of this study is to clarify what kinds of support provided by the Kanazawa Asunaro Association are useful for rebuilding the lives of over-indebted debtors and define the issues for life rebuilding support. The Kanazawa Asunaro Association has been providing assistance to over-indebted clients by helping them with household expenses, dealing with illegal money lenders, proceeding with debt liquidation procedures, accompaning clients for livelihood protection applications, etc. This support has turned out to be useful in the life rebuilding of over-indebted debtors. However, some of this support cannot be done without going through consumer credit and loan shark victims associations. For public institutions to provide life rebuilding support to over-indebted debtors, it is not only necessary to introduce debt liquidation and livelihood protection services, but it is also important to help the clients understand their legal rights to obtain support by explaining the legal background issues before the clients decide. Also, it is a essential that individuals who assist clients in life rebuilding possess a counseling background in order to properly assist over-indebted clients.
