In this study, a causal model was designed based on a two-phase decision-making model of
environmental conscious behavior (Hirose, 1994); this was supplemented by a constructive concept
of actual behavior, the inclusion of which is necessary to reduce household food wastage. The
causal model of associations from goal intention through behavior intention to actual behavior was
evaluated for its suitability to the data on general household consumers, using a covariance structure analysis.
A causal relationship was observed leading from goal intention through behavior intention to
actual behavior. The determinants of goal intention may be risk perception and perception of coping
efficacy. The determinants of behavior intention may be the participant’s evaluation of feasibility
and social norms.
