In recent years, the number of the Two-Way Immersion program (TWI program) in the United States has grown rapidly. TWI program is one of the successful bilingual educational approaches that can work effectively for both native English speakers (language majority students) and native speakers of another language (language minority students), whose native language is usually Spanish. TWI program possibly has the educational effect of bilingualism, biliteracy, and cross-cultural awareness among the two groups of the participating students. Recent research also shows students’ success in academic achievement.
"Language as a Resource" is one of the basic orientations toward language and its role in American society. The orientation has been suggested in terms of language policy in the United States by Richard Ruiz. He shows that the view of language suggests considering English and other languages as having value and recognizing them as a "resource".
The purpose of this paper is to analyze the variable program features of TWI program while focusing on "Language as a Resource". In addition, the purpose is to recognize a different view of "resource" in the program. "Language as a Resource" can mean the instructional form of TWI program as a "resource" itself in the natural integration of students in one classroom through the interaction of two languages.
