The author treated the flutter problems of rockets in the previous paper in which a simple idealized model was assumed neglecting the effect of the bouncing of the vehicles. In this report, a model similar to the previous one is assumed, however, another concentrated mass is attached at the center of gravity of the model to take account of the effect of the bouncing. This new model is consid-ered to simulate the prototype vehicle better than the previous one. Thus, a simplified formula to estimate the critical flutter speed is obtained. (See Eq. (26))
