This study, conducted over three years as part of a MEXT-commissioned project, consists of two studies. In Study 1, surveys of school counselors (SCs) and school staff revealed that allocating at least 7 hours per week expanded the scope of SC activities and increased their involvement in assessments, consultations, and individual case management. Based on these findings, guidelines for standard SC practices were developed. In Study 2, surveys of middle schools, students, and SCs found that the breadth of SC activities and the number of cases handled were positively correlated with their working hours, suggesting that a full-day weekly presence is desirable. Furthermore, integrating SCs into the school’s administrative structure enhances their effectiveness, and increasing their participation in meetings is essential. SC activities are generally well-received by both school staff and students, with positive evaluations of their contributions. The study highlighted the need for greater recognition of SCs and their expanded involvement in primary psycho-educational support services. Based on these results, expanding SC activities and working hours were proposed.
