Heterarthrus fasciatus (MALAISE, 1931) is redescribed based on the holotype from Kamchatka and additional specimens reared from larvae leaf-mining Populus nigra L. and P. suaveolens FISH. in Hokkaido, Japan. This species is new to Japan, and its host plant was unknown. The larva and life history are also described.
