As the subject of “the Elderly”, we proposed both the new issue extraction methodology and the product development proposal for the executives. The aim of the new issue extraction method is to find a problem that belongs to the untapped market (Blue Ocean) by comparing the number of between patent and non-patent information. We assumed the premise which the field which has a few patents and a large non-patent literature might be Blue Ocean where development is not active yet but social interest is large. For proposing product development for the executives based on the extracted new issue, “(1)customer, (2)customer needs, (3)target selling price, (4)market, (5)building up entry barriers” should be considered and suggested, and according to five factors we examined how to propose the walking assist device as a concrete example.
