Higashi-Osaka City has been providing an electronic library service, the “Higashi-Osaka Digital Library”, since April 2021. This paper introduces the process of introduction and examples of use of this service. Since the beginning of the service, the “Higashi Osaka Digital Library” has sought to expand its use by advertising it as “one of the largest digital libraries in Japan”. In addition, as part of the school collaboration project, all students of municipal elementary and junior high schools have been given IDs so that they can use the digital library with the tablet devices of the GIGA School concept, thereby enhancing the reading environment for children. E-libraries’ further market expansion is expected, therefore it is important for us to coexist well with real libraries while considering the balance between the two.
