Operation of the Public Transmission Compensation System for Libraries and Similar Institutions and Management of the Designated Management Organization (SARLIB)

Abstract

This report outlines the operational status and challenges of SARLIB, the sole organization responsible for collecting and distributing compensations under the public transmission system by specific libraries. Since operations began in March 2025, approximately 13,000 requests were made, with periodicals dominating the total due to ease of searching and the permission for full-text transmission. Total collected compensations reached about 17.25 million yen. However, in the distribution process after deducting administrative fees, identifying rightsholders and obtaining their current bank account information is not necessarily easy. Since the average distribution amount per case is small, constructing an efficient distribution method that minimizes search costs has become an urgent priority.
