This study aims to establish criteria for evaluating the difficulty of Writing (interaction). Existing frameworks like CEFR and JF Japanese Language Education Standard provide descriptive scales but are insufficient. To address this, 100 email tasks for international students were developed. Task difficulty was assessed based on three factors: (1) "closeness level" between writer and reader, (2) "burden level" on the reader, and (3) "complexity" of information. The tasks were then classified into six levels: A1, A2, B1, B2, C1, and C2, offering a structured approach to assessing writing difficulty.
