This study was considered based on the relationship between the “degree of research theme creation” (a) which is performed at the initial stage of R&D activities in Japanese chemical companies and the “degree of middle management effectiveness” (C) which is expected as essential human resources at the stage. This study was also considered based on the relationship between the “degree of the hot-group generation” (b) which is one of the creation places and the degree of middle management effectiveness (C). Additionally, the result of previous research, Iwasaki and Natori[1] was taken into account. For the analysis, we conducted a questionnaire survey on 22 Japanese chemical companies with medium-size or more. As a result of the analysis, there was a significant correlation between (a) and (c), but no correlation was confirmed between (c) and (b). Considering the results of the interview survey conducted separately and the results of the previous research by Iwasaki et al., It can be said that both (c) and (b) can give positive effects in effectively performing (a). However, we also found that the necessity of (b) is lower than that of (c).
