Abstract
The purpose of the study is to elucidate how environmental information has been operated in administrative organization on the countermeasure of environmental issues. The appearance frequencies of environmental keywords were analyzed on the white papers. The environment keywords such as "dioxin", "biomass", "global warming" and "asbestos", were analyzed for the occurrence of the period from 2011 to 1980. By applying Bass model, environmental keywords are categorized into two types: "Environmental keyword which is treated proactively" and "Environmental keyword which is treated passively". In conclusion, it was possible to show the difference of the administrative organization in environmental operated.
