Abstract
There are not many studies on evacuation behavior during heavy rainfall disasters from the perspective of examining the evacuation behavior of the entire population of a community and learning lessons from not only cases of casualties but also cases of crisis situations. Therefore, in this study, we conducted a detailed investigation of the case of Hiraenoki Settlement in Asakura City, Fukuoka Prefecture, where all the residents survived the 2017 Northern Kyushu Heavy Rain Disaster, despite suffering severe damage. As a result, we found that many residents were facing a critical situation and only survived by chance, and that measures to encourage evacuation with a greater margin of safety are needed.
