According to the data of year of 2000 about 50 million people have used the Internet (not only through PCs but also through cellular phones), and e-commerce amounted to over 824 billion yen and 21 trillion and 640 billion yen for B to C (Business to Consumers) and for B to B (Business to Business) respectively. On the other hand we have seen that Japan’s legislative arrangement on IT related is behind those of other countries. It means that the current IT environment has not been prepared for its comfortable and safe use in national lives and corporate activities in Japan. Thus the Government set up the IT Strategy Council in July, 2000. Then it enacted a new law related to IT under the slogan “to become a supreme IT nation in the world within these five years”. The Government also started to revise the current laws which might give some hindrance to get IT spread out more widely. This paper mainly discusses those laws or bills, and along with them tax issues in e-commerce and copyright issues.
