Today's digital revolution, as often compared to the Gutenberg Revolution, has a potential to drastically change the social memory structure. The past never vanishes, developing to infinitely-built up information resources. To save and reuse the resources, it is essential to address the following four challenges. Firstly, to consolidate the legal system to enable the public reuse of knowledge content, especially orphan works. Secondly, to create jobs for professionals who can play a key part in the knowledge recycling society. Thirdly, to build national archives from which to disseminate Japan's and Asian cultural resources for reuse. Finally, to build such a system that will take full advantage of local area-specific resources.
