Abstract
In order to execute effective disaster measures it is therefore necessary to examine various problems such as damage assumption, warning transmission strategy, and evacuation plan, etc. The purpose of this study is to develop a Comprehensive Disaster Scenario Simulator that expresses a regional situation during a disaster in order to manage these problems. This simulator expresses resident's activities in normal circumstances and the evacuation behavior during a disaster. It can also express the extent of damage and casualties with the time of occurrence of the disaster. Therefore, the use of this simulator can be twofold: One as a strategy tool to examine effective disaster prevention measures. Two, because of its visual presentation and easy-to-use interface, this simulator can be used as a risk communication tool to learn about various disaster phenomenon and appropriate actions to be taken to reduce the impact of disasters.
