Substance of Some Significational Moments on which the Municipal Parks Depend

Abstract

The most important moments on which the municipal parks depend are “naturality”, “hiroba-sei” which means the property of open space as gathering men, and “free-potentiality” which means the property of open space as being used freely and ability of developing the powers within it. In this paper, the meaning and the contents of these moments are discussed from the points of the reason for being of the municipal parks.
