Evaluation and Problems of District Planning System through the Motive and Process of the Plan Making

A Case Study in Saitama Prefecture

Abstract

Through the study of district planning system in Saitama Prefecture, this article shows that most of the plans were applied to the urbanizing area where planning is comparatively easy and led by the municipalities. But in the districts where residents were interested in area improvement, although there remain some problems, they could make the plan by themselves. Therefore, this article proposes that, for broad use of this system and better plan making, district-wide improvement program should prepare the guidelines to make district planning system.
