"Loopholes" in Development Permission System and its Effect on a Formation of Urbanized Area

Abstract

There are “loopholes” in development permission. Every development of land is not a “development”. Since development permission system is a vehicle for imposing onerous conditions on developers, it behooves developers to find loophole. There are 1036 examples of developments that developers find loopholes from 1975 to 1984 in Yokohama City. 1036 examples are grouped three types of loopholes and six main categories of former site land use. This paper examins how loopholes in development permission have a harmful effect on a formation of urbanized area according to above-mentioned three types and six categories.
