Abstract
This paper deals with the development plan making procedure in inner Tokyo, and attempts to clarify how community organisations can participate to this. In so doing, the study focuses on the development plans and community ideas and examines the relationship between them. The analysis starts from a review of public participation under the urban planning system, followed by a summary of community ideas within inner Tokyo. From the analysis, the community organisasions can affect their opinions to the development plan under the "local-community" two tier structure. Therefore, public participation mechanism and co-work system are necessary for plan making procedure.
