The purpose of the study is to clarify the components of "Visual unity" of building colors. In the central business areas of Osaka city, subjects drew sketches of places where they felt color unity, and described the reason why they chose the places. Results from experimentations are led by analyzing qualitative characteristics of subjects' descriptions. Color factors which affect "visual unity" are classified into nine categories; likeness, assimilation, effect of building shapes, disposition, contrast, passion, evaluation, harmony, and association. The same procedures were taken to analyze "Visual disorder", and also derived nine categories from color factors.

The purpose of this paper is to review the sign-control system on the basis of urban aesthetic considerations in municipal government. For that, it referred to four municipal governments-Tokyo Metropolitan governments, Toshima-Ward, Kawasaki-City- as a case study. For this time, it focused on the sign-control system and organization of municipal government. The Conclusions are as followings: (1) Sign-controls are managed by 2-3 different department in municipal government. (2) "Tokyo Sign Ordinance" has a role to control the size of signs. (3) The types of control-system are various depends on government's conditions, which are "Whole-ward type" (Toshima-Ward), "District-type" (Kawasaki City) and so on.

The purpose of this study is to compare the sign-code of Kanagawa prefectural government with some sign-code of other prefectural governments for new revision of sign-code. As a result, following recognition was obtained. 1. Each sing-code in this study have various pattern of sing-control, but they are classified some types. 2. Each sing-code is not related, though they are in same region. 3. Most sing-code are considerable lenient for making the best use of characteristic code.

This study treats of the evaluation and planning of townscape in historical cities. It statistically investigates the checking of height control zoning, by computer-aided design of 3-dimensional method in conservation surveying of townscape in Kyoto, Nara and Kamakura city. I have drawn the possibility of scenery space in a ratio of mountain skyline area, as part of a panoramic view, for height control zoning regarding what are suitable architectural heights in both commercial and residential areas. This study also comments upon the necessity of taking notice of visual analysis in townscape conservation by the height control zoning for land use in the future.

The purpose of this study is clear up the condition of the spreading effect by townscape improvement. In this study we analyze of the case of townscape improvement in Obuse town, Nagano pref. At first, we grasp thinking way of residentiary by townscape improvement. A n index of spreading effect we decide is landscaping of building. Then, we analyze the condition of spreading effect, and the promotion's primary factor of spreading effect. Finally, we propose some technique for induction of residents.

In the planning phase of improvement of the Urbanization Area, it is one of the most important aspects that making order which relate with both scale of the whole and the part of city. And making order is common problem dealing with both spaces of university campuses and cities, because these two objects must be combined a lot of diversified elements at the same time and in the same space. In the case of university campuses, planning and design of open space is one of main principle making order whole scale of space. During study of Master plan of university and urbanization area, we find that planning and design of open space play an role in making order and composition of space. This study making clear that importance of planning and design of open space in the phase of improvement of the urbanization area.

Community building which is the people's voluntary activity for environmental improvement, or "machizukuri" is now one of the most popular subject of planning practice and research in Japan. The purpose of this paper is to identify the early cases of the word "machizukuri" used by diferent persons with different meanings during the period between 1945 and 1959. the findings inclue that the first case was the one used by Professor Masuda in 1952 and that planners in that period did use the word but did not mean the way do now.

The Abe-family owned the most lands for housing by Daimyos in Meiji Era. We tried to clarify how land lease systems were operated in Abe family's housing sites from Meiji Era to after the 2nd World War. The following finding is attained the lands in the downtown area were used for investment property, except Nishikata-machi, Hongo that almost aspect of community life is carefully controlled.

Den'enchofu is famous as a planning example of suburban residential developments by Den'en-toshi Co. It has the radial-circular road system, but its original idea plan was changed for many reasons. First, the road system failed to make an axis clear because of the unsuccessful land purchases. Second, Tokyo City planned a new road (Kanpachi-dori), and it seems to have caused the division of the area. Moreover, the difference in administrative areas has had much more effect on the residents. Third, the land use agreements in the original contact between the company and the purchasers were violated by the succeeding company. Den'enchofu-kai, a self-governing residential organization made much effort to save the environment. On the whole, the idea of Den'en-toshi Co. has been half realized.

In conjunction with the Reconstruction Program in Tokyo after Kanto Earthquake, a pipe subway network system was projected an designed underground in Tokyo to prevent frequent pavement-breaking excavation which was then necessary for the maintenance of city utilities. The original plan aimed at laying pipes in the subway system totaling to 97 kilometers long. In response to the request for budget amendment from the Seiyukai members in the Diet, the government cut the budge by 20%. Thus, the pipe subway plan was scaled down to 35 kilometers. I clarified the process of such failure in the Reconstruction Program and the pipe subway plan.

This paper clarifies how the land readjustment responded to the function of the designation of use zones, especially of the industrial district in Nagoya City before W.W.II. In view of the function of leading to urbanization, that district led to setting up big factories. And the land readjustment in that district offered the residential area for the workers and prepared the conditions for setting up big factories. In view of the function of building control in that district, at least the land readjustment made the imperfection better by locating the residential area according to the schedule.

Ise (former Uji-yamada) City is the Sacred Ground in Japan because the Shrine has been located for two thousand years more. In 1930's the Shrine City Plan was made by the Government in order to extend the Shrine Gardens and Forests and improve urban infrastructure not only for the residents but also for enormous worshipers. The characteristics and significance of this peculiar plan are as follows: 1. implementation by the Government, 2. making of comprehensive master plan prior to planning decision and projects, 3. strict regulations and large scale park system for city beautiful and shrine solemnness.

In several policies categorized in so called Transportation Demand Management, staggered working time policy is considered as the most efficient management to lower the congestion in peak hours without any facility investment. However, in reality, morning peak has increased recently, although staggered working and flexible working time have spread out to many firms. In this paper, first, distributions of arrival time at office and leaving time in the evening area examined using duration models. Secondly, we propose a firm behavior model considering inter-firm synchronization, in order to the observed working hour configurations.

Transportation impact assessment for large-scale development project has recently become a requirement. Such assessment has to make some important considerations: accumulation effects of projects in a certain area, characteristics of transportation activities and appropriateness of the trip generation rate. This paper analyzes the effects of the above factors on the transportation demand forecast for the Tokyo Waterfront Subcenter. The finding are: 1) Accumulation of such projects changes modal split. 2) Transportation impact is not only limited to the project area but goes beyond the project boundaries. 3) Transportation impact may be underestimated depending on the chosen trip generation rate.

This study aims to develop a theoretical consumer behavioral model in shopping and to apply it to explain the choice of shopping center and money flow from the consumer to retailer. The approach in this paper is based on the utility maximization theory and a gravity-type model is developed as a shopping behavioral model. In the case study, shopping behavior is divided into several groups based on the type of goods. The attractiveness of a shopping center is explained by indexes of retailing and transport service. Also, money flow is explained in each of the shopping behavior groups.

Traffic information is necessary to keep a state of smooth and comfortable traffic. In this paper, the most suitable place where the traffic closure information is given to derivers has been made clear with transportation behavior of drivers, duration time of traffic closure and traffic volume. The effects to offer the traffic closure information has been estimated by the difference between the loss due to waiting and making detours. In this study, we obtain the results that duration time and traffic volume effect the decision of the most suitable place for traffic closure information by computer simulations using artificial data.

In this research, we aimed at developing a survey method to collect micro data in order to analyze spatial information flows. Two types of survey were conducted for the manufactures in Miyagiken area. First, the comparison of two data sets shows no data sets shows no distinct discrepancy in the rate of recording and misrecording contacts between two methods. Therefore, the efficiency of the mail survey is affirmed to collect contact data at practical level. Second, the analysis of purposes of contacts on the mail survey data shows the effective indices of information flows as 'To give an order'/'Meeting' in case of outgoing contact and 'To receive an order'/'Meeting' in case of incoming contact. It is recognized that the rational survey method to collect micro data of information flows, through face-to-face contacts, was well established from the empirical analysis in this investigation.

Realizing the ultimate convenience for both users and service providers in Regional Facilities Location Planning is desired. This paper is to suggest a new solution of the Facilities Location Problem on Discrete Demand Distribution using the Competitive Learning Method of neural networks. By this method, no more data conversion such as mesh is needed, the original discrete data of demand distribution is input and processed. Thus, no information loss and errors occurs, and it enables more detailed planning which corresponds to the real demand distribution. Also in this paper, the superiority of the Competitive Learning Method as k-means algorithm is experimentally proved. Finally, the effectiveness of the suggested method is confirmed by the application study on a ideal facilities location problem in Meguro ward.

We study the availability of the Huff model, the opportunities model and the Voronoi diagram. And we presume the commercial sphere about big shopping center in Kyoto city by using the above-mentioned three models. We kept a result as follows; 1. The Voronoi diagram is available as well as the Huff model in case of the presumption of the commercial sphere about big shopping center. 2. Using the time-distance as a distance is available. 3. We don't presume the commercial sphere exactly without consideration about the shopping center.

Applying the theory of monopolistic competition, this study aims at evaluating the economic effects of a redevelopment project carried out for a sorounding area of Toyohashi station in Aichi prefecture. Economic activities examined in the study are commercial activities. Although the study assumes neither construction of new stores nor a significant time shortening effect on the traffic between the station front and back districts, it is concluded that commercial sales and profits in the front district would more grow by the project while decline in the back district. These effects are also examined in terms of household utility showing that the commercial development in the front area would result in a decrease in household utility caused by a sacrifice of a variety of household consumption.

Local governments make and use a huge amount of geographic information, such as maps. Some of them try to develop Geographic Information System (GIS), to use geographic information easily and effectively. This paper presents a study on use of geographic information and development of GIS at local governments, according to the questionnaires, which were sent out to 517 local governments located in Kyushu area Replies of questionnaires are analyzed by using the cross table method. Through this study, some suggestions to develop GIS at local governments are proposed.

In this paper, we discuss two kinds of flows which are centralized flow and uniform flow in an urban area. Centralized flow is the set of flows whose origin or destination points are on the center of the area. Uniform flow is the set of flows whose origin and destination points are distributed uniformly in the area. Finally, we are able to estimate the ratio of centralized flow to uniform flow which indicates the degree of concentration in the urban area.

In this paper, a random matching model is elaborated o characterize bi-lateral interregional human contacts. The bi-lateral contacts can realize only when both parties agree to meet each other. Thus, mutual agreement is the core of our contacts modeling. Spatial distributions of bi-lateral contacts can be described as results of rondom matching by potential meeting partners. The failure in agreement in meeting is the major source of inefficiency in human contacts among cities/regions. The paper provides the random matching model to describe the generation mechanism of the inter-city human contacts.

The formulae to estimate the length of roads in an arbitrary region are to be concerned in this paper. First, we introduce the formula which Koshizuka derived by use of integral geometry. It implies that the length is proportional to the square root of the area of the region multiplied by the number of crossings. Koshizuka's formula is theoretically elegant and easy to use. However, it has been considered to be applicable only if the region is convex. The objective of this study is to argue that Koshizuka's formula is applicable even if the region is non-convex and non-connected. To do so, we introduce the thickness function in geometric probability.

In the present paper, we propose an analytical method to calculate the amount of reduced time caused by speedways for all trips in a given area. Since a trip consists of a departure point and an arrival point in two dimensional space, we can determine the amount of reduced time by putting a trip at a point in four dimensional space. So we are able to calculate the amount of reduced time by multiple integral, developing an algorithm to divide integral regions in four dimensional space which is too complicated to compute on paper.

The purpose of this paper is to analize and classify rural districts and to consider problems of land use planning around interchange in case of Fukui prefecture. Through factor analysis, agricultural potential, urban potential. Mixed land use and traffic were abstracted factors. Through cluster analysis, rural districts were classified into six types. Through mesh data analysis concerning land use transition around interchange between 1978 and 1993, in spite of zoning system, industrial and transport land use increased in residential district, as well as residential land use occurred in industrial district.

A Certain amount of building activities are occurred in the Urbanization Control Area, especially at the periphery of existing village, which could give problems into the agricultural conditions. In order to accept building activities and retain fine agricultural conditions, it is necessary to have positive planning sytem for these area. This paper analyses actual building activities and find its development patterns, then, presents some requirements for inducing the District Plan in these area through studying several villages of Kanazawa City as a case area.

The purpose of this paper is to make a comprehensive investigation on all rezoning in Tokyo and Kanagawa city area from 1968 to 95. We analyze the investigation's result in quantitative and qualitative ways and find the characteristics of those rezoning. The results of analysis are summarized as follows: (1) More than 90 percent of the rezoned area in Tokyo Kanagawa city area were deregulated. (2) There are some cases of rezoning in residential areas where took place deregulation without improvements of infrastructure condition. (3) Reasons for rezoning are mostly for the inducement to the future land use.

This study aims at understanding how a coordination between several land use control powers can be established in a decentralized planning system. Particular concern is on comprehensive plans. We investigated the land use planning system in Oregon, U.S., in which mandated comprehensive planning of local governments is utilized as a means to promote this coordination. Several findings include that the coordination was developed gradually, that the level of coordination is uneven depending on the subject, and that the success of the Oregon system is due mainly to its original design.

In order to consider the intergovenmental coordination system between regional planning and local planning, this paper focuses on the Metro, which is the directly elected regional government in the Portland metropolitan area in Oregon, and analysis on Metro's concept plan and local governments' comprehensive plan. Metro has the authority to make regional plans and to coordinate local plans in compliance with regional plans. Metro Policy Advisory Committee consisting of representatives of local governments and citizens plays a role to accommodate local governments' needs to regional planning activities.

In 1992 the City Planning Law in Japan was amended so that local governments should adopt master plan, but it has never defined clearly what master plan should be and how it should be adopted, amended and managed. From the point of constitutionalism, the City Planning Law should have explained the meaning of master plan exactly. To improve this situation, we muster look carefully into the state statutes in the U. S because they define these issues in detail. This paper focuses on California, as a model example of such states. First we shall examine the historical changes of master plan meanings in the state statues. Secondly we look closely into how many local governments adopted master plans in the past, what difficulties they faced during their preparation, and how the state statues have been amended to ease these difficulties.

In mega-cities in the Southeastern Asia sustainable development is becoming one of most important issues in urban planning. In Bangkok, the Greenbelt idea was introduced in the statutory land use plan, partly in response to this new trend of planning. The objective of this paper is to examine the cultural factors which are believed to influence the introduction of this western-origin idea in urban planning. Firstly, the historical process of urban development of Bangkok was examined. Secondly, the both traditional and modern Buddhism view to relation between the town and the nature. Finally, the images of the nature by both urban and rural residents are comparatively examined through an interview survey.

It was made under cooperation study among Mororan Institute of Technology, Takugin Research Institute and Muroran Chamber of Commerce & Industry. Participation System was introduced in plan making and caused earnest discussion to revitalize and characterize each commercial area. The new plan designated Nakajima as Central Commercial Zone based on population decrease, trend of consumer's behavior and so on.

The purpose of this study is to make it clear that the relation between the type of Reserve Land and the urbanization in the Land Readjustment project areas. There are two types of Reserve Land, "dotty allocation type" and "intensive allocation type". We analyze characteristics of land use of Reserve Land of intensive allocation type. And we evaluate intensive allocation type compare with dotty allocation type for sales, building up and urbanization in the areas. As a result, intensive allocation type of reserve Land has the effect on urbanization in the Land readjustment project areas.

30% of D. I. D areas have been developed by land readjustment Project (LRP). According to the increase of population in urban areas, it becomes more necessary to develop the housing lots. However, even if public facilities and good environment building lots are supplied by LRP, it is no good for urbanization promotion that building lots are not efficiently used to build houses and other facilities. So it is necessary to study the effect of the consolidated replotting, common housing areas and advanced housing areas as the urbanization promotion policy on LRP. Through studies, I make clear expected effects and limits of these policies.

Land Readjustment Project has played a major role for land readjustment in urbanizing area in Japan. This paper tries to clarify actual urbanization achievement after Land Readjustment Project in Kanazawa City region as a case of regional central city. It is described based by indices, like as area, population and population density. Relationship between distribution of population density and relating factors, like as passing time after project, type of designated zoning, type of project enforcement organization, trunk road in the project area and distance from the city center, are also analyzed. Then, using quantification theory I, multivariable analysis is done.

This paper surveys how effective design guidelines agreements at shopping streets have been in Yokohama. Design guidelines have been effective at Bashamiti shopping street and Motomati, so control areas of design guidelines have been enlarged there. Identifiable characters at each street, red brick pavement at Bashamiti, big trees at Isesaki, granite pavement at Motomati, and white stores at Ohkurayama, have been maintained well by each design guidelines.

This paper deals with case study concerning community development planning movement of rural settlement in Kaminaka town, Fukui pref. A rural settlement has put community development planning into practice during these thirty years in partnership with the local authority. We analyzed the substance of this continuous trial. The conclusions are as follows: 1) discussion by small groups in the settlement was no less effective than presence of a leader. 2) consensus-building system of planning-project process has fairly functioned. 3) Trend of part-time farming and rural policy have both strengthened the partnership.

The purpose of this study is to clarify the planning process of the land use image, the feature of its sharing condition, and the characteristics of the process to promote sharing of the land use image. The results are as follows; (1) The feature of the process is to improve the occasion of the arguments in the local public projects, (2) All shared images are secured by the implementations of projects or rules, (3) Discussion is necessary in order to achive the sharing conditions of both abstract and concrete images, (4) It is important to relate arguments of other works.

This paper deals with the development plan making procedure in inner Tokyo, and attempts to clarify how community organisations can participate to this. In so doing, the study focuses on the development plans and community ideas and examines the relationship between them. The analysis starts from a review of public participation under the urban planning system, followed by a summary of community ideas within inner Tokyo. From the analysis, the community organisasions can affect their opinions to the development plan under the "local-community" two tier structure. Therefore, public participation mechanism and co-work system are necessary for plan making procedure.

The City Planning Law was amended in 1992 and urban master plan was introduced into the law. Citizen participation in the planning process is one of the most important aspects for making an better urban master plan. Nowadays, workshop approach is a noticeable way of citizen participation. This is based on a case study of Kamakura City, and the following paoints are analyzed. (1) 1873 opinions are suggested and about half of them are reflected to the draft plan. (2) There are 507 items in the draft plan and about half of them are discussed in the workshop. (3) To some degree, the regional character is reflected to the draft plan.

The aim of this study is to make clear states of improvement programs of facilities in the tourist industry during 1930s. The Government established the Board of Tourist Industry and the Committee of Tourist Industry to attain foreign currency. They had suggested improvement programs so that facilities can construct resorts for foreign tourists. Therefore improvement programs of facilities had reflected their interests.

In 1997, ten years have elapsed since the Comprehensive Resort Area Development Act was enacted in 1987. From the view point of resort development, the past ten years is devided into 3 terms; a term of planning, planning-in-action, modification of policy. The act has some problems as follows, dependence on assumption of too short period to materialize plans, too much dependence on private sectors, and supporting plans for accommodations and residences, which are one of the basic items of resort area, were not enough. And also saying, it was the very fact that the know-hows and human-resources relating on resorts were absolutely want. We have to analyze and transmit to the future what we did in the past ten years for resort area development, not to repeat the same kinds of mistakes.

This paper aims to clarify the characteristics of application ways of traditional crafts for tourists promotion. Based on study frameworks and questionnaire survey to cities and towns of crafts production, the analysis was conducted. Findings are as follows. 1) Twelve application ways of traditional crafts for tourist promotion are extracted and are classified into four phases, of which visual ways in first and second phase are mainly applied. 2) Characteristics of application ways by craft types are clarified and some of the unique examples are identified. 3) Through the quantitative analysis I, notability of craft is suggested to become high by the chances of experience to use crafts actually, and/or looking them closely.

This study aims to make clear the problems a historical area has when it intends to promote the local economic development by using its historical townscape as tourism attraction base and at the same time to conserve and improve the townscape. As a case study we analyzed the tourism in Yoshii-town, one of the Conservation Areas of Traditional Structures, in Fukuoka Prefecture. The result of the analysis shows that the project of the Conservation Areas of Traditional Structures and tourism design have positive effect on each other, leading to the realization of better townscape and its conservation.

The purpose of this study is to investigate the rules of riversides design in Edo-city. So we used 49 examples that were extracted from Edo meisho zue. At first, We ranked the rivers according to type and distance from Edo-castle. And then, We reached shape of the shores, the architectures, the borders, the connectives and plants. Next, We established the factor of city contexts that conformed the rank of rivers, number of managers, locations, level of activities and river crossing. After that, We analyzed the relationship between the factor of city contexts and riverside design. In conclusion, We made clear that the factor of city contexts influenced the riversides design.

This thesis is about the foothill residential areas of Mount Rokko in Hanshinkan before the World War II. There made trials of creating various types of design of residential areas. This residential area was designed by the concept of landscape conservation. This thesis studies the characteristics of design of residential areas through clarifying the planning process of the suburban residential development before the World War II from the viewpoint of the developments of forestry.
