Abstract
In Japan, various problems concerning land use in rural area have been emerging. Since the inadequate regulations of the Center Government, many local governments have been developed their own plan of the management of rural land use. This study aims to compare the characteristic of application phase and the effect of the new regulations in Saitama, Kanagawa, Chiba and Hyogo prefecture. These new regulations have their own characteristic and problems of the phase in the process of application. We clarified that although Hyogo prefecture has been developed the advance new regulations it is still in fact inapplicable.
