市町村歳出構造と最適規模に関する研究 This paper examines the relationship between the structure of administrative expenditure and optimal sizes of the Japanese municipalities by using modern urban economic principles. Firstly, it theoretically derives a per-capita administrative expenditure function from an urban microeconomic system that consists of firms, households and the local government. Secondly, this expenditure function is calibrated by using statistical data of 3,234 Japanese municipalities, and their average optimal population size that minimizes the per-capita expenditure is estimated to be 290,000. Finally, based on the estimation and related simulation results, the paper proposes several public policies concerning the consolidation of municipalities and the transference of the financial resources.
