    This study aims to optimize the Development of the Residential Area in the local city by the restriction of the local government to the private developer. In this study the relation between the local government and the developer, and between the developer and residents are regarded as the Stackelberg Planning Problem. This study focuses on the governmental restriction to the developer, such as the volume of the house, environmental level, and so on. Under the frame of the Stackelberg Planning Problem, the feature of the optimal strategy of the local government can be held. Through the numerical example, some development patterns of the residential zone can be held.

    In Japan, the Government has allocated much more public goods to local areas than urban areas. But recently, many public projects in local areas become inefficient which seems to have a strong relation with the Japanese public investment policies that neglect the viewpoint of. In this paper, we shall theoretically derive a criterion for the optimal allocation of the local public goods based on the Flatters, Hederson and Miezhowski (1974)'s model, empirically evaluate the present allocation of local public goods and inter-regional fiscal adjustment in Japan, and then indicate some ideas concerning what allocation policy should be.

    In many situations, local jurisdictions are willing to form coalition or groups with others to share the cost of local public goods rather than solely to manage their own. In this article, the issue of stability of endogenously formed coalitions in games with positive spillover is investigated. It is shown that the standard concept of Nash equilibria fails to single out the unique equilibrium coalition and needs further refinement of the stability conditions. Coalition-proof Nash stability is proven to be more powerful in selecting stable coalitions by illustrating a numerical example.

    A questionnaire survey of returned children in Japan was conducted together with supplementary interviews as part of the International Comparative Study on Children's Play Environments. Play and play spaces Schoolyards need special attention in planning since they were well used beside gardens and parks. Regional differences were obvious in playing spaces as well as play friends. Cities aboad were more pleasant than Japanese counterparts primarily because of the size and number of playing space, which shows the policy importance of securing playing spaces in quantitative terms.

    This paper aims to identify the evaluation factors determining area image of Kyoto as a sightseeing city. It also presents how components are making connectivity in the area image. The factor analysis results that the most principal evaluation factor is concerned with historical attractiveness of Kyoto as an old capital city in Japan. The features of image structure of three areas in Kyoto are empirically analyzed using both the image connectivity and the result obtained from the factor analysis.

    Quality of life is a potent political concept often used to be citizen satisfactions with different residential locations. To date, planner have focused largely individual elements on quality of life. They have not defined and measured systematically comprehensive quality of life. This article aims to present a methodology measuring quality of life relevant to neighboring environment. We assume that quality of life consists of some latent factors related to citizen satisfactions and that the factors have direct relation to individual attributes and environmental characteristics. In order to model this complicated casual relations, LISREL model is applied. An empirical study on measuring quality of life is also represented.

  • Comparative Analysis on Built-up Areas in Tokyo

    The aim of ths study is to analyze built-up area from the perspective of the geometrical properties of void space. 'Voids in urban space' is used here to refer to all open space unoccupied by build form. Voids should be evaluated because it has influence on the urban environment. First, some evaluation methods for voids, including 'the Equidistant Radius Method' based on the directional influence of buildings, are developed And a database, in terms of building forms in some areas of Tokyo is created based on the data used in the Geographical Information Systems. Second, by applying to this database the methods, the geometrical properties of voids in Tokyo are quantitatively analyzed.

    This paper proposes a model which describes optimal job-housing locational pattern considering their combination type. Typically, there are two types of combination: mixed type and separate type. The presented model minimizes the total traffic flow which consists of commuting and business trip, under the constraint of necessary road space. Vertical moves are also taken into account. Through numerical examples, the properties of locational patterns are discussed. First, the location patterns of jobs under the mixed type combination tend to disperse, but they bring us less traffic flow, comparing with the separate type. Second, when add the housing gross/net density constraint, the discrepancy of locational patterns between two is enlarged. This implies the importance of the combination type in discussing job location related issues.

  • Analysis of Systems for Energy Conservation

    The purpose of this paper is to clarify how urban structure affects energy requirements when some system for energy conservation are introduced. First, the energy requirements in buildings are discussed. A land use maximizing the energy efficiency of a district heating and cooling system (DHC) using combined heat and power generation is showed. Furthermore, the effect of a photovoltaic system is examined according to the density. Second, the relationships between the energy and the urban structure are investigated considering energy consumption of not only the buildings but transportation. Last, I suggest the urban structure for energy saving.

    The study is performed on 36 medium and 49 small size cities in local area, and it is focused on the analysis of compactness of the urban structure. Following issues are identified based on analysis and evaluation of compact structure. (1) Compactness of urban structure is evaluated with the area and the density of distribution of urban function. (2) The suburban functions influence the compact structure, so that the further analysis should be carried.

    It is beneficial to study the theme of present improvement project for narrow roads by utilizing the results of twice asked questionnaires to municipal building section officials. In this paper, the author studied the results of the united arrangement system of narrow roads enforced by Ota-city. The conclusion suggests that one lot arrangement-joint-building system and united arrangement system should be combined and also united arrangement system should be understood well by residents.

    The improvement of underground transportation network in urban area may promote the convenience and efficiency of urban activities but its function is not yet fully carried out under the existing urban planning and urban improvement system. This paper presents the new system to help provide the efficient underground network based on the existing urban planning system. Concretely, it suggests the idea of establishment of advanced underground utilizing area and underground transportation equipment improvement methods including the new aid solution and so forth.

    The correspondence rule of land readjustment projects plays an important role in the protection of property rights. It however restricts replotting in the wider area so that there are attempts and arguments to overcome this shortfall. But much attention was not paid to how to legitimize nonapplication of the correspondence rule. This article deepens the arguments for that point as well as proposes points to be considered in the institutionalization of the alternative rules of the correspondence rule.

    This is a study on "two step planning determination procedure" after Hanshin-Awaji earthquake, which aims (1) to examine issues included in two step planning determination procedure and (2) to grasp flexibility of planning determination in the second step. Two step planning determination was an exceptional measure, which divided itself into two steps on purpose although it ban originally accept any changes and supplements without any steps. In addition, securing citizen participation in the second step of the procedure actually led to fixing the first determination. Two step planning determination procedure can apply to not all future recovery programs after disaster. It is more significant to involve residents in city planning in normal time, to open information to public and to make present city planning system flexible which can accept any changes such as discontinuance and change of program rather than diffusion of two step planning determination procedure.

    Coordination of local planning powers is important in a decentralized planning system. For this concer, we made a case study in Portland, Oregon, U.S., where a regional government called Metro was created over the jurisdiction of existing local governments for this coordination. We found that 1) the development of Metro was promoted by the existence of a strong central city and the state land use planning legislature; and 2) an advisory committee comprised of the local government officials plays an important role in the policy making process of Metro.

    Town and Country Planning are necessary to reflect national environmental policy. To control local planning from this point of view, Guideline system could be one of the most effective methods compared to other methods such as rigid law system. This study aims to investigate PPG (Planning Policy Guidance) system in England to clarify merits and demerits of guidance system. Through it was found still seceral problems on PPG system such as, consistency, planning process, effectiveness and diffusion, it is also found that guidance system is very effective to keep the quality of local planning, Carrots and sticks of PPG system are also investigated for better control.

    This paper analyzes for the spatial structure of the Tokyo Capital Area at the view of the public finance of local governments. The formation of the expenditure of the local government is considered as a index of the characteristics of the area. The items of the expenditure are classified into three categories by the type of policy receiver. In the Tokyo Capital Area, it is clearer that the formation of the expenditure is varied by the division of the business area and residential. As a result, the inner areas have more needs to expenditures for individual strata.

    In seaside village, resident's life and road system is closely related and the relation is very important. Until now, transportation characteristics of residents in seaside village can not be understood from Person Trip survey or Road traffic census because of a small number of sample. Therefore the function of road system in those area has been lift untouched for a long time. Dai-2-Shiraito tunnel on route 229 in Shimamaki, Hokkaido collapsed in June, 1997. The road is closed till new tunnel is constructed. This accident caused inconvenient life of residents and decreasing sales at many shops along Route 229. In this study, we analyze the relation between resident's life and function of road system in seaside village though this accident.

    This article aimed to grasp the spatial transition of open space historically and the influence of the transition to the residents' perception in fisher village, Mihonoseki, Shimane pref.. Using mainly community paper, we analyze the character of spatial transformation of recent 71 years. Residents' perception concerned with spatial transformation is gathered at the interview workshop. Conclusions are as below: 1. The purposes of spatial transformation are mainly to overcome geographical limit and to promote the fishery and sightseeing business. 2. Resident' perception show that generally they recognize the spatial transformation negative and want to renovate of those. To create livable town. we suggested spatial transformation is very significant and should be involve residents' particilation.

    This paper aims to clear what the proposed images for mixed land use are and how their realization methods correspond to them. Among different types of images, this paper specially points at the one of roadside and finds out its process of mixed land use. Then the paper discusses how those realization methods can work to reach the image. The finding are as follows: 1) The ultimate goal of proposed images for mixed land use is that different land uses and town activities exist in a balanced way of three dimensions. 2) The assumed methods, especially for proposed roadside image proportionately work to reach its goals.

    Land Readjustment Project has played a major role for land readjustment in urbanizing area in Japan. This paper tries to clarify actual urbanization conditions after Land Readjustment Project in Kanazawa City as a case of regional central city. It is described based on indices, like as land use type of each lot, urbanization rate of the area, referring to elapsed years from completion of the project and a located zone from the city center. Other indices, like as type of the lot to the front road condition and corner lot, are also used for analysis. Urbanization of reserved land area is analyzed comparing to one of the other area.

    The existing improvement project has some subjects about its effectiveness. And it is necessary that the further improvement project has effectiveness about land-exchange, more public supports, and so on. Therefore, in this study, I examine the plan of the small scale land readjustment project for improvement of the densely built-up area. I conduct case studies at GINZA DISTRICT and AOI DISTRICT in Tanabe city, Wakayama pref., and the following points are examined. 1) It has validity for inhabitants participation to establish a small scale district. 2) But, some subjects, from monetary problems, must be discussed.

    In this paper, we investigated an optimal level of parking fee of P&R users by means of rank logit model. For this aim, we conducted a survey by which we can examine the characters of parks around suburban stations in the Sendai area and P&R user preference of those parks. Using data of this survey, we first built a rank model which describes the relation between parking fee and walking distance from station. Next, we built a binary logit model which estimates P&R users choice between parks according to parking characters. Combining these two models. We developed a graph which figures the complex effect of two parking characters on P&R users choice between parks. We verified the validity of our model through checking the actual state of parking contact was explained by our models.

    The purpose of this paper is to incorporate unobserved heterogeneity into shopping destination choice model. The mass-point method in which the unobserved heterogeneity is assumed as a discrete distribution with the scale and weight parameters is applied to destination choice behaviors for four waves in Kofu shopper panels. The results indicated that the developed model has a goodness of fit comparing with the ordinary model without unobserved heterogeneity.

    Mass transportation system have been built in a number of large cities. However some of those systems are not put to effective use. We analyze the shopping behavior is search of clues as how to increase the patronage of the system in off-peal hours. The present study builds a set of models to represent shopping behaviors in Sendai as a case study by using the nested-logit-model. Then effects of some possible policy alternatives on ridership are quantitatively analyzed by the model. The results show the validity of the model as an analysis tool for selecting detailed policy measures by discriminating the target.

    The purpose of Transportation Demand Management (TDM) is decreasing transportation demands of vehicle trips. The company-owned privately registered motor vehicles used by their employees is associated with issues of urban traffic congestion and on-street parking in the CBD of Tokyo. These problems involve many diverse aspects. These include not only the phenomenon of utilization on the street for convenience of business operations, but also the style of multi-purpose business activities, such as sales and delivery by these vehicles on the way to the office. This paper aims to implement TDM for limiting the usage for these vehicles by exercising self-control, which limits the trip demand and controls the trip-end in the district, and is from the view point of the survey results from many enterprises.

    There has been an increasing trend of transportation energy consumption almost all over the world. In this context, energy saving is crucial for a sustainable city. This paper presents a sustainable urban form by estimating the transportation energy consumption in Tokyo metropolitan area for various measures. Consequently, the results obtained from simulation show that a progress information technology and electric cars are estimated to make a remarkable effect on the energy reduction. In addition, helping public transportation policy to work efficiently, centralization of business districts lead to the decline of automobile usage for business purpose, which is a relatively high factor to determine the tendency of total consumption.

    The objectives of this paper are to express the limit of traditional area flow/speed relation, to propose new area flow/speed relation considering the effect of signal intersection, and to investigate its application to the strategic transport model. Firstly, we could find that traditional area flow/speed relation didn't consider the effect of signal intersection even though it made great effect on the area traffic service. Secondly, it is evident that newly proposed area flow/speed relation is useful for assessing transport policies in urban area where a lot of signal intersections exist. Finally, analysis results show that newly proposed area flow/speed relation is applicable to the strategic transport model.

    In multi path assignment, it is important to make more accurate choice of the paths and to estimate their coefficient of choice. In this study, we defined new index "Detour ratio" in order to indicate the degree of resemblance between two paths, and suggested new process to choose paths with using new index. Introducing new process, we tired to improve efficiency assignment model. Then, we applied the model to the deta of Keihanshin area, and analyzed its efficiency.

    The purpose of this study is to investigate traffic problems in historical area in Kamakura-City. Kamakura-city is famous as tourist city where about twenty million tourists visit every year. But serious traffic problems such as heavy traffic congestion, residents' safety and accessibility occurred on every holiday. The citizen committees for TDM in Kamakura conducted residents' preference surveys and detailed traffic surveys. It was made clear that streets in Kamakura are paralyzed mainly by visitor's private vehicles. It was found that about 19% residents support the idea of introducing road pricing, where about 16% are against to it.

    In this survey, the authors focus on subway facilities of Tokyo, as one major public transit mode, in studying the suitability of barrier-free facilities provided within station premises. The major objective of these facilities should be to enhance the movement of disabled passengers form one point to another, by providing adequate continuity between each of them. These provisions take the from of sign, and information boards, to help passengers locate the facility easily. Therefore, this article discusses the findings of this survey through a case study.

    This study aims to develop the passenger demand forecasting method on Special Bus (SB) for elderly people. Therefore, the main purpose of this paper is as follows: the first is to clarify the travel behavior of elderly people and point out present bus service problems, the second is to examine what elderly people and others wish on the introduction of SB, the third is to estimate the transportation mode-change model to SB with incorporating generalized time, and the fifth is to forecast the transportation mode-change demand to SB with three types of service levels using the transportation mode-change model.

    In recent years, bus users are decreasing and the company's management situation is severe. On the other hand, the deregulation will be advanced and the freedom of the joining and leaving of the bus traffic be secured by 2001. It is necessary to review the role as a only public transportation in local city. In this research, the concerning bus traffic of the municipality in the current state is analyzed. Next, calculated by the data analysis and the model construction for the case study city. As a result, the utility of the process where the municipality becomes a subject is shown.

    The loading/unloading activities associated with delivery from the distribution center to the Department store encounter many problems starting from the delivery to the store, to loading and unloading, until the final delivery inside the Department Store. In this paper a simulation analysis is done for each type of policy improvement in the delivery system, man-machine system and the loading-unloading system with the aim of reducing the waiting time of trucks in the parking lot and decreasing the withholding time of goods in the department store's loading and unloading spaces.

    Manu major cities in the world are located near river waterfront areas such as Tokyo, London, Paris, New York. This is because in the past, water transport served as the most vital transport system for supplying goods and commodities for people living in the city. As a result, the Central Business District (CBD) was developed in the downtown area adjacent to the river. This study clarifies the logistics functions of physical distribution facilities and analyzes the characteristics of five commercial districts (Nihonbashi, Kyobashi, Fukagawa, Ryogoku, and Kuramae) along the Sumida River in Tokyo during Edo period. It also tries to understand the cause of transfer of physical distribution facilities based on the study of the infrastructure of the water transport system.

    The purpose of this paper is to examine the spatial structure of the monthly market held on the precincts of Kitano-Tenmangu in Kyoto City by the design survey and the research of the human behavior. As a results of this analysis, it could conclude as follows; (1) This market consists of eight zones, and these zones are more divided to four religious zones and four living-goods zones. (2) It has the religious axis made by the sequence of this stands with the three-dimensional forms, and is connected to the surrounding spaces by the two plaza-type zones. (3) As the spatial structure of his market is made by the combinations of the forms and the arrangements of the stands and the varieties of goods, it is considerable that there are techniques making the space adapted to the environment and the needs of the users without professional designer.

    Through the study of campus planning, we've found that open spase is one of main principle of organization of campus, and that is important framework when the planning phase of re-organization of urban space. And also we've found that open space have planning role of organizing and connection space. In this study, we surveyed people who use open space at campus and surrounding area, and analyzed their evaluation and their behavior in open space. We found close connection between type of space and behavior and evaluation. Also, we found complementarity of campus and surrounding area from this connection. In this result, we grasped the condition of planning when re-organizing campus and urban area using open space.

    The purpose of this paper is to analyze the effectiveness of the Public Streets Design Game, especially, its tools, programs and mini-workshops. The series of programs of Public Streets Design Game was developed so that participants of workshops could effectivity design public street space, making the future image of the community. The conclusions are as follows; The image that could be drawn from one game was the only a part of the public streets design. The ideas could be collected by using various games stage by stage. The mini-workshops was useful not only in developing the game but also in progressing it smoothly.

In this decade, Conservation and practical use of historical construction have taken a main part of urban design activity. Urban design activity has made many achievements through conservation and practical use of historical constructions, because they have given much impact to the landscape of the city. From now on, in order to create new urban life by making urban landscape more attractive and comfortable, we have to magnify the sphere of urban design activity by promoting collaboration of citizen and administration through conservation and practical use of historical constructions.

    In recent years, preservation of townscape has been greatly advanced, and building height guidance is under construction by ordinance in several cities. This paper aims to examine their achievements in Kumamoto, Kanazawa, Kyoto and Kurashiki City, and to make clear how to control building height for preservation of townscape. In conclusion we find that its planning system has been established with various countermeasures which include not only strengthening regulation but also flexible conducting.

    This study clarified about Shrine City Plan and HUYO Shinto Shrine in Huyo (PUYO; at present) under Japanese colonized era. Present PUYO city had been formed by Shrine City Plan. In The Plan, established urban district and historic site had not been considered, and entity of HUYO Shinto Shrine was the most important matter. The purposes of city planning in Korea of those days were "control of expanding suburbs" or "creation of industry base". The Plan was remodeling of established urban district. In Korean peninsula under Japanese rule, city planning was also enforced to express the rule order concretely.

    After 1980's in China, many development firms of non public sector are produced from the reform of land rules.     How Washington State accommodates the population growth projected for the next twenty years has been one of the most important and pressing issues. The Washington State Legislature in 1990 adopted the Growth Management Act in response to the gridlock traffic in this region. One of the uniqueness in 1991 is the establishment of the three Growth Management Hearings Boards. This paper examines the decisions and orders by the Central Puget Sound GMHB to find its judicial power and limitations. The GMHB has been the mediator among various interest groups such as the state, country, city and citizens.

    This paper clarifies the aim of the designation of special industrial district and the Influence on the land use transition in Nagoya city after the 1968 city planning law. There were two kinds of designation in the district. One was to prevent a neighboring environment pollution in the light-industrial district. The other was to prevent wide pollution in the industrial district. The aim of the former in an inland industrial area was to regulate against setting up factories. The aim of the latter in the outskirts was to lead to setting up factories. It was confirmed that the effect of the designation was almost achieved.

    The harbor district has been operated by the law system different from the city planning. Recently, coexistence of the harbor functions and the city functions is exposed with change in the land use of the harbor district as the problem. It is necessary to review of the existing law system. In this study we analyze changes of law system and limit of the existing law system by the waterfront development 13 cases in the harbor district. The development case is classified into three patterns "Harbor initiative type", "Harbor and city cooperation type", and "City initiative type". Then, we analyzes, the good points and bad points of each development pattern. As the result, we propose two ideas "District specification according the the region" and "Waterfront district plan".

    The purpose of this paper is to clarify the formation of discourses about the reconstruction plan in Tokyo after the great Kanto Earthquake. It was proved by analysis that these discourses were classified on 3 level; the purpose of the reconstruction plan, the form of the city, the approach to the reconstruction projects. The results of this analysis are as follows; The concept of state interest had regulated the formation of these discourses as a precondition. And in these discourses, the modernization of urban space and the national integration were argued as the main subjects. As a result of such a formation of discourses, the disadvantages for the residents by the reconstruction work were excluded from the main subjects.
