Abstract
This study is attempts to develop three natural environment indices to evaluating land-use goals of comprehensive plan on Miyagi Prefecture: Life Support Index on land, Air Purification Index, and Flood Prevention Index. These indices are calculated since 1972 to 1994 and estimated since 1995 to 2005. If we will carry out land use goals on Miyagi's comprehensive Plan, all indices accelerate to decrease. On the results of analyzing alternative scenarios, the best scenario is 0.5% urban area growth and 35% natural area. But even the best scenario cannot reach goals of Miyagi's Basic Environment Plan. We need not only strengthen land-use polices but also another measures within each site.
