Abstract
The purpose of this study are to examine the conditions that make easy to manage the residential environment by the residents at the detached housing areas, to describe the managing process and the administrative supports for the community agreement that is enacted voluntarily by the residents. Results are as the followings: Community agreements have described the purposes and the ideas of the management more clearly compared with what they were as a simple listing of the regulations for buildings. The resident got good results by employing the agreement, and the administration acted a important role by supporting the residents management to enhance its effect.
