Abstract
The aim of this paper is to propose the interests linkage table and programs of building consensus focused on interest adjustment at urban public facility development. At first, it investigates the interests linkage table, and then, the process of building consensus at one case of urban complex development in Tokyo. This case is a typical type which ignored the interest and got into the serious dispute. It makes clear which stake holders and contents of interest are ignored at which stage. And it investigates the result of interest adjustment by change of design and surrounding improvements through conference. It points out problems of the methods of building consensus aimed at interest adjustment, that is, consistency of other private developments, plans and policies of interest adjustment against development, and program of building consensus with interest adjustment and principle.
