Industrial locations in Thailand are highly centralized to Bangkok and its suburbs regardless of decentralization policy continued by the Government, and this phenomenon has lead to many kinds of urban and rural problems. This paper analyzes locational tendencies and preferences of Japanese affiliated manufacturers engaging in electric and electronic industry in Thailand, and measures the possibility and the difficulty to decentralize high value-added manufacturing industries to rural provinces.

In korea, unplanned development activities has persistently taken place on non-urban area ever since the amendment of zoning in National Land Use Management Act in 1994. Even the restriction of regulation on activities enforced by the government have not been so effective to prevent unplanned development activities. In order to solve the faced problems, government has undertaken a task to reform Land-Use Management and Planning System, and newly introduced secondary district plan. This study suggests a role of secondary district plan based on survey conducted in current semi-agricultural land zone and semi-urban land zone where newly introduced secondary district plan will be implemented, and examines the function of secondary district plan with respect to the current development activities and system in non-urban area.

In this study, we examine the "area of the land for agricultural use" designated in initial "improvement of the agricultural development area plan" and afterwards, find the tendency and evaluate the validity. Then, after picking up the typical authorities under strong development pressure, we examine the practical use for the delineation of the "area of the land for agricultural use". As the result, we find the differences of the delineation among local authorities. And we also find that which designate the area tightly rely upon the development for releasing the designated land, in turn, those which keep the wide area for non designated farmland suffer the development in the area.
