Abstract
In central commercial area in local city, there is the decline by the abuse without sufficiently use of designated floor area ratio. Then we pick up Nagaoka City as case study and examine the possibility of the down zoning with following method: 1) necessary floor area ratio from the viewpoint of the recent building trend, 2) volume filling degree of each block from actual building stories, 3) person attribution of landowners, 4) survey of intension for landowners. As the result, we clarify that knowledge on floor area ratio as urban planning had not sufficiently transmitted to landowners and those who desire stabilized land use hope for down zoning.
