Abstract
The purpose of this paper is to propose a model to decide commuters' departure times to work places and leaving times by cars with consideration of road traffic congestion. Besides the temporal constraints of the work start time and end time,commuters by private cars decide their departure times as to avoid severe traffic congestion,and the proposed model assumes a disutility function to taken into the effect of traffic congestion. The model is calibrated and validated by applying it to the observation of arriving times and leaving times the commuters by cars in Kitakyushu Municipal Office. It was revealed that the proposed model provided reasonable predictions of departure time and leaving time decision.
