Abstract
The 326 Places of Scenic Beauty as Cultural properties are designated since 1922. However the 169 designations of those were carried into effect intensively before the World War II (1922-1937). During these 16 years occurred many arguments about policies and methods of Preserving of Places of Scenic Beauty. Some reasons of the criticism and the social background in that time are referred in this paper. The Definition of Places of Scenic Beauty as one of the Cultural properties is categorized into 11 parts something like parks, gardens, mountains, rivers etc. The first category Parks and Gardens was designated lopsidedly. The number of designation of the first category was executed mainly before the World War II. The share of the first category is more than 40 percent even now. Therefore the then fact tended to discuss the question of similarity among Preserving of Places of Scenic Beauty and Public Park Service.
