Abstract
In this study, we take notice of both City Planning Act and Law for Improvement of Agricultural Development Area and grasp the urban expansion of Non-Area-Divided city from the analysis for area reduction of the land for agricultural use and for expansion of zoning area. As a result of the study we clarify that in the Non-Area-Divided city, there are remaining farmlands in zoning area by the development at the land excluded from land for agriculture and that the situation pointed by agricultural administration is the fetter of the zoning expansion. And we suggest that when the existence of this remaining farmlands are disregarded and zoning area is expanded, it becomes excessive designation of zoning even if the designation synchronizes with planned development.
