Abstract
In this paper, urban transportation policies in France are discussed. The transportation basic law in France (LOTI) plays very important part of transportation policies. It decides the direction of policies of every urban authority. And it makes the role of urban transportation authority. Every urban transportation authority makes its own transportation plan. This plan (PDU) has big realizing power. It has strong connection with the institution about source of revenue and public involvement. Particularly, central government inspires every urban transportation authority to construct public transportation system with right-of-way, so the institutions are designed as such. These strong relationships are the most important factor for controlling urban transportation.
