Abstract
This study aims to find out residents' intention to reinforce the structure of their houses making them earthquake proof and their degree of understanding on evacuation route from Tsunami. Our research subjects are residents of Tanezaki and Urado districts in Kochi. It is found that 75% of the residents possibly make their house earthquake proof and 24% of them will leave their houses as they are. The residents who take no action on their houses tend to be elderly and low income and prefer to save money. We suggest to promote a comprehensive measure combining welfare and disaster prevention policies.
