Abstract
Sustainable Hazard Mitigation, which means that disaster reduction is essential component to sustain future development, has become a keyword or concept for disaster reduction. According to this concept, disaster reduction plan need to be coordinated into General Plan or Master Plan. Safety Element in General plan of California and Disaster reduction component in Master Plan of municipality government in Japan were analyzed from the viewpoint whether it follow the framework of strategic planning. As the results of this analysis, the following results were acquired. 1) Disaster reduction plans in California follow a strategic planning framework, though few Japanese plans follows a strategic planning framework. 2) Actual coordination between future development plan and disaster reduction plan is still future challenge.
