Abstract
The purpose of this paper is to make comparative studies of the criteria for controlling commercial use location in operating the Land Development Permit in Urbanization Control Areas and to discuss the possibilities and limitations of the Article 34, Section 1 and 8 of the City Planning Law. We conducted surveys on the criteria operated by the 116 local competent authorities and discovered the typical 5 patterns of methods for controlling commercial use location. We also implemented questionnaire survey to the local municipalities on the facts and problems of operating the Land Development Permit, and clarified that many commercial facilities permitted have significant deviations from the intended purpose of the Law in terms of location and business category.
