Abstract
First, this paper analyzes clarity of Expression of the Municipality Master Plan (MMP) by the linguistics method. After MMP's sentences are resolved to phrases, the semantic role (SR) and the degree of freedom (DOF) are given to each phrase. Sentence is classified into four categories by combination of SR and DOF. As a result of this classification, it is clarified that vague type sentences consist more than 90 percent. Second, practical usage of MMP is analyzed. Planning matters are frequently expressed by vague wording even though they are near-certainty. But this kind of expression could create flexibility according social change. Sometimes interpretation differences are found between a city council member and the mayor on the higher DOF sentences of MMP.
