There are many actions to improve a Densely Built-up Area. But, the result don`t seem to be so good. To seek for an answer to get over this situation,「the housing environmental amelioration program」 of Korea which achieved some good results, were worked over. Research & analysis points are three that one is the background and process for introduction, another is the legal position and contents which includes incentives and support, the other is the special point of using of this system. And, in the case study, this research is saying two reason why there is so many actual results in this program. One is the housing type, Da-se-dae which can make full use of incentives of this program. The other is the positive role of ‘an office for Design & Architecture’, that care for incentives of floor space index.

Today, many advanced countries are taking various measures to become the "Sustainable City". Environmental Sustainability Index (ESI) is recognized as one of the most effective policy evaluation method to realize the "Sustainable City". The aim of this study is to clarify the relation between land use realities and index that relate to the environmental sustainability of the city in case of the Tokyo Metropolitan Government Area in Japan. The development of environmental index is the significant method for managing the "Sustainable Cities", and the clarification of the relation between land use factor and the sustainability of the city is the effective approach to create the system for development and control of the city.

This study aims at acquiring the useful knowledge to realize travel environment where persons with disabilities can enjoy their trip. Focusing on planning and conducting the trip for persons with disabilities through volunteer activities, we understood the actual conditions of the project which realizes the trip for them in the present public space. Several issues were found; using the escalator by force for lack of elevators puts persons with disabilities in danger, the escalator for a wheelchair user is not working for the group, and the rest rooms for persons with disabilities aren't sufficient anywhere, etc. There is a certain limit in the physical support. It is important to consider an effectual balance of the care service and the support by the built environment in appropriate situations.

Recent years, the most controversial issue about the management of cultural institutes in Japan is how its efficiency and performances can be evaluated. As most of the evaluations are based on economic criteria such as the number of audiences and the amounts of revenue, many institutes have been evaluated as non-effective, and required the improvement of performance. Despite it has been pointed that cultural avidities have the educational, traditional or academic effects, these criteria have not been included since it also has been well-known that it is too difficult to calculate the degree by quantitative method. The purpose of this paper is to show the degree of such non-economic effects, so called non use value, by using contingent valuation method to apply for a compound hall "Ryutopia" in Niigata City. To conclude, 1) total benefit of "Ryutopia" could be calculated as about 1~1.5 billion yen (mean) and about 0.5~0.8 billion yen (median), and 2) main motivation about WTP was non use values.

This paper aims to investigate the matters that Japanese municipalities should pay attention to designating height regulation toward environment and landscape. Preserving residential environment and making landscape are the urgent and timely issues that Japanese cities face today. Recently height regulation is decided in many municipalities to control development activities, which aims to keep environment and create better landscape. So, it is useful to study the process of urban planning decision. This article presents a case study on Ryutopia, Niigata city, about heterogeneity of audience's preference to multi-attribute of cultural facilities. Ryutopia is a complex cultural institute consisting of music hall, theater, Noh-theater and some related institutes. For investigation, we conducted a questionnaire survey among some members of "N-pac mate" ,a support organization for Ryutopia at February 2006 and analyzed the data using AHP and k-means method of cluster analysis. The results are as follows. According to average priorities, the criteria of activities is more important then the criteria of facilities., viewing activity is most important in the activities and viewing facility is in the facility. By cluster analysis, we have found that there are 5 kinds of clusters which have heterogenic priorities, different socioeconomic characters and attitude to cultural things.

Recently, some advanced municipalities began to start epoch-making partnership programs with the private sector in which citizens supply new public services in cooperation with the municipalities after their proposals are selected. This paper analyzes the municipal process of such a selection through one of the most advanced cases, namely the City of Yamato, Kanagawa Prefecture. We have pointed out such problems as: (1) the uncertainty of citizens' ability to carry out their own proposals; (2) the lack of information about the existing public services of the municipality: and (3) the need of professional assistance to citizens in order to make their proposals better. We believe these are new challenging problems that are created by such a partnership program.

In river basins in regions like Asia that have undergone rapid urbanization, flood damage is also increasing and the flood damage mitigation measures are required. Using the Naka/Ayase River Basin in Japan and the Bangkok Metropolitan Area of Thailand, which are basins of gently flowing rivers on low-lying plains, as a basis for discussion, this paper studied from a city-planning perspective the comprehensive flood damage mitigation measures including land-use guidance and regulation that are fundamental to flood protection. Through its total evaluation (post-evaluative study) of the measures put into practice in these two basins, this paper demonstrated the effectiveness of comprehensive flood damage mitigation measures including land-use guidance and regulation in other Asian countries about to undergo dramatic urbanization.

This paper empirically analyzes the relationship between the geographic distribution of the elderly in Urayasu-shi and the accessibility of medical and commercial facilities for the elderly. First, under the assumption that population distribution is proportional to accessibility, we estimate how the accessibility changes as the distances to the facilities change. Second, it is shown that the accessibility for the elderly is more related to road distance than to direct distance, and decreases drastically as the road distances are larger. By extension, it implies that elderly people actually live closer to medical and commercial facilities than overall population do. Last, we conclude with future work.

The purpose of this study is consideration to the system of easing Floor Area Ratio(FAR) by the Comprehensive Building Design System (CBDS) through a comparative analysis between the actual extra FAR and the calculated extra FAR on the standard of permission by local government. The results of this study are as follows. By a statistical analysis of the actual extra FAR, the extra FAR is mainly based on both the public open space ratio and the standard FAR by districts. The extra FAR on a regional basis like the CBDS for urban housing in Tokyo can promote housing supply in city center. Therefore, strategic use of the extra FAR by the CBDS can guide good-quality buildings for policy purpose.

The purpose of this study is consideration to building guidance system focusing on the comprehensive assessment for environmental efficiency. In this study, the method of evaluation is to estimate the externalities shown in Comprehensive Assessment System for Building Environmental Efficiency (CASBEE) in Nagoya City using a hedonic approach. High-performance building about environmental efficiency brings positive externalities in the neighborhood. The positive externalities of the building increase in proportion to Building Environmental Efficiency (BEE). Additionally, the externalities shown in CASBEE influence urban environment in broader areas compared with the externalities of the public open space improved by the the Comprehensive Building Design System (CBDS).

Public truck terminals have contributed to solve some environmental problems in the city with their transshipment function. However, their transshipment function has caused new environmental problems, too. One of the typical problems is an increase of the number of discarded pallets. At four public truck terminals in Tokyo, we have developed a cooperative recycling system for pallet disposal solving the problem. The system has a high recycling rate. Furthermore, cost reduction to truck fleet operators and CO2 emissions reduction at the truck terminal are achieved with the system. Because of many discarded pallets, it is likely that the public truck terminal becomes a significant starting point on the recycling logistics network.

First, this paper analyzes clarity of Expression of the Municipality Master Plan (MMP) by the linguistics method. After MMP's sentences are resolved to phrases, the semantic role (SR) and the degree of freedom (DOF) are given to each phrase. Sentence is classified into four categories by combination of SR and DOF. As a result of this classification, it is clarified that vague type sentences consist more than 90 percent. Second, practical usage of MMP is analyzed. Planning matters are frequently expressed by vague wording even though they are near-certainty. But this kind of expression could create flexibility according social change. Sometimes interpretation differences are found between a city council member and the mayor on the higher DOF sentences of MMP.

The purpose of this paper is to examine the process of altering two documents, one being the "Administrative Guideline for Urban Development Project" and the other, "District Planning in Zone II" in Chuo City, Tokyo. The former has been revised 10 times since May 11, 1985, while the latter has been revised 6 times since July 16, 1993. The main contents of the two documents have changed in a mutually complementary manner. That is, the former has shifted from the promotion of housing by Housing Linkage toward the regulations on community husbandry and management of condominiums, while the latter has begun aiming at the improvement of housing quality and living environment rather than at the promotion of housing by providing FAR bonuses. This paper demonstrates that the trial-like enforcement and the dynamic operation, the institutional design to lead to the gradual renewal and transformation of the living environment, and the proactive management of the living environment by the local governing body are the important factors for the future urban planning.
