Abstract
This paper aims to investigate the matters that Japanese municipalities should pay attention to designating height regulation toward environment and landscape. Preserving residential environment and making landscape are the urgent and timely issues that Japanese cities face today. Recently height regulation is decided in many municipalities to control development activities, which aims to keep environment and create better landscape. So, it is useful to study the process of urban planning decision. Through the careful analysis of the process of designating height regulation in Shinjuku Ward, Tokyo; this paper describes that how to deal with existing non-conformed buildings, detailed district plans, and large building sites are the important matters which Japanese municipalities should clarify before the introduction of height regulation
