Abstract
The purpose of this paper is to analyze the historical succession of the parks and open spaces policies, corresponding with the urbanization in Tokyo through the case study of the upper watershed of the Kanda River. The following points were clarified. 1) Natural resources of the watershed preserved as a public land before the urbanization became large parks. 2) The areas, where the policies of the designation of the public park and the zoning control were applied simultaneously, have maintained diverse characteristics of natural environment up until today. 3) The greenbelt areas designated in 1948 were finally abolished in 1969, but the spirits of the greenbelt were succeeded and a part of parks and open spaces were maintained and created through the various policies. Now, those open spaces act as a key role for the regeneration of the highly urbanized areas.
