In marginal mountainous regions, there is lack of production function, and goods and services consumed by local residents are produced outside the regions. The job and shopping opportunities are largely relied upon the central city within the area-wide regions. In this paper, the socio-economic accounting model, describing is formulated to investigate the impacts of the policies by the local government regions and infrastructure arrangement by area-wide government. The applicability of the methodology presented in this paper is examined through a case study carried out for Nichinan town in Tottori prefecture.
