Recently, in rebuilding apartments of a housing complex, UR sells a part of the site to private developers. Then there is a risk that the landscape is spoiled. So it is necessary to make a rule to guide the development of the private developers. The aim of this study is to 1) identify the meaning of landscape guideline, 2) clarify the problem of landscape guideline, and 3) examine ways to form desirable landscape in rebuilding apartments of a housing complex. From this study, it has become clear that landscape guideline has the meaning to form the desirable landscape. However, there are some problems in it, too. It is considered to be necessary for landscape guideline to be more concrete. And UR needs to discuss with private developers about the landscape guideline.

The Landscape Act of 2005 has enabled local authorities to control townscapes with previously non-existant vigor. In actuality, however, it's unclear how Japanese townscape control systems have advanced in response to the new Act. So this study aims to clarify this progress by comparing old independent ordinances and landscape plans. As a result of this analysis, it has become clear that the contents of old independent ordinances have been reconstructed and the standards of townscape controls have advanced in many municipalities, but nearly all local authorities aren't using the Act's new systems. One reason for the low use of the Act appears to be that local authorities thought consensus building with residents was difficult when they used the new systems, so a system of consensus building should be facilitated for easier implementation by the prefectures.

This study aims to understand how the green space in urban area is distributed and how much carbon dioxide it would fix. In Greenhouse Gas Inventory Report of Japan, the green space in urban area is not regarded as CO2 sink because of the difficulty to count the accurate amount. Since some high performance satellites have started their operations, various reports have developed efficient methods to estimate environmental information using remote sensing data. This study used these existing models to estimate the amount of green and CO2 sink in urban area. The result of this study showed that considerable amount of CO2 is sank by the green space in urban area, especially in residential area and industrial sites, which is not regarded as CO2 sink.

There are conflicts between developer/landowner and citizen about losing woods by housing development plan. These conflicts are caused by the externality of green-spaces like woods in DID. The main problem is the value of green-spaces is apt to be neglected in the market economy. Therefore it is important to internalize the externality of green-spaces value. To solve this problem, this paper firstly surveys the ongoing legal methods of internalization of externality of green-space, and searches the issues of implementation of these methods, and secondly proposes the improving ways, such as publication of green space value, postponement of public expense, and cutting down the cost of landowner. In this proposed ways we expect rational action of landowners, developers and citizens to conserve green spaces.

The purpose of this study is to verify the effectiveness of landscape evaluation by the laboratory experiment which uses moving image of the driving scenery. First of all, the actual driving experiment was carried out, then four kinds of landscape evaluation questionnaire: recall method, selection method, SD method, and ranking method was carried out. Next, recorded moving image of the driving scenery in actual driving experiment was projected onto the screen in the laboratory, and the landscape evaluation equal to actual driving experiment was carried out. Then both experiment results were compared. As the result, both landscape evaluation results were approximately similar, however some differences were grasped.

In the process of a participatory landscape planning, sharing a spatial image is one of the most important concerns. The original method of Landscape Image Sketching Technique was examined theoretically first and then tested empirically in field studies. The humanistic and flexible idea of the landscape image was defined as a way of seeing the world, which connects the physical and symbolic aspects of landscape as well as personal environmental orientation and social construction. The method with scene sketches was devised improving previous mapping methods and carried out in two kinds of forest regions in Germany and Japan. As a result, the symbolic landscape images for representative regional postcards appeared not one and only but diverse in each region in terms of the influences from personal experiences, regional knowledge and cultural sense of beauty. The research finding suggests that the landscape image can be analyzed by using visual data represented in scene sketches.

Walking is regarded as important for a health society in recent years. Tokushima Prefecture promotes continuous walking for health, but does not have any plan constructing walk way which is suitable for walking. It can say that the policy does not correspond to infrastructural project. So this study aimed to clarify that important scenery and its role on walking. For this purpose, the procedure of this paper is following two steps; 1) Clarifying the kind of scenery of walkers who walking everyday. 2) Clarifying the role of scenery at selecting walking area, and the role at choosing walking route. Based on the study above, the following three characters were found: 1) It is problem to walk everyday is walker is weary of the same route and same sceneries. 2) So many parts of walkers have plural routes and prefer changing scenery.

The study revealed the following three points.1. Farmland diversion has experienced a sharp rise in recent years. Approximately 78% of such currently diverted land is now being used for commercial housing such as homes for sale and apartment buildings.2. A significant correlation between farmland diversion and changes in current usage of surrounding farmland. The move towards farmland diversion is thought to have an impact on the farmland surrounding such areas.3. This study aims to clarify the spatial and time-series distribution of abandoned farmland and wasted land use such as disposed material land and disposed refusal land in the suburban of Tokyo. First, we made 5 terms of land use maps (1988-2008) on Geographic Information System and traced the transition of the land use for 20 years. Next, we have investigated a connection between spatial distribution and zoning and agricultural policy. The results are described as follows: 1) Abandoned farmland and wasted land use has expanding in 20 years while the area of transition is decreasing. 2) Zoning and agricultural policy cannot control the land use the transition for abandoned farmland and wasted land use.

There are many illegal parking cars in central business districts because of the capacity constraints or loose regulations. However, the amendment of Road Trucking Vehicle Law in 2006 beefed up the illegal parking. On the other hand, the construction of parking facilities or installing parking spaces have not matched the regulation. The appropriate methodologies for evaluating the allocation of parking space should be required. In this paper, we developed the method to apply "Facility Allocation Model (FAM)" to the parking lot problem. The parking activity survey conducted at Machida city was examined. We estimated appropriate parking allocation, then the queuing theory was applied to determine the number of parking lots. The results shown the applicability of our methods.

In urban areas, rat-run always happens to avoid traffic congestion, and this causes bad deterioration of living environment for inhabitants living by the roadside. For this, there are sweeping measures, for example, road network improvement, while way of changing drivers consciousness is also considered for the road improvement. Considering drivers consciousness, this study examined on what kinds of road spaces, rat-run was hard to happen. It became clear that the rat-run consciousness was related with the road space characteristics. What is more, the elements of the road space also have influences on the drivers recognition from the questionnaires in Okayama. This result suggested that road space improvement could be able to control the rat-run consciousness of drivers, and it was also showed there was possibility to restrain the rat-run phenomenon by the road improvement.

We investigated the possible impact of railroad development on population density and car use in Japan. A cross-sectional analysis confirmed the relatively high density and low car use near the railroad station. In a time-series analysis, it is shown that meshes with railroad station development experienced higher density growth and restrained growth of car use. Further, station development in the large metropolitan areas with significant railroad supply and demand possibly realized population accumulation and car use control effectively. It is proposed that public transportation development lies between the interrelationship between population density and car use, producing inverse relationship, in metropolitan areas with high density and convenient transportation services.

While the motorcycle is one of the most importance travel modes in urban areas, parking location choice behaviors of motorcycle users have been less studied partly because of less parking demand for motorcycles than for cars and bicycles. In this study, we shed light on the parking location choice behavior around railway station for motorcycle and car users by conducting questionnaire surveys. We found that motorcycle users were younger, parked their motorcycles longer and walked more to destination than car users. Also, motorcycle users were more sensitive to parking capacity and the roof over the parking lot. According to the paring location choice models for motorcycle and car users, we found that parking fare, waling time to destination and parking access time were common variables for both motorcycle and car users, and that the car user model might be transferable to the motorcycle user model.

In recent years, the life of shopping malls has fallen by progress of motorization or large shops in the suburbs, and improvements of pedestrian space are expected to solve this problem. Therefore, we conducted field survey at 86 shopping malls in Kyoto city in order to grasp the current situation of the allocation of road space for pedestrians in shopping malls and to measure the number of pedestrians in each shopping mall. Then, we quantitatively analyzed the effect on the life of shopping malls. As a result, we showed that the effect of the allocation of road space for pedestrians is equal or more than those of the other factors such as accessibility to shopping mall.

Physical control of pedestrian traffic tends to have priority over quality of that in planning of pedestrian space like a sidewalk. But, pedestrian space, where various pedestrian's purposes and characteristics are intermingled, make so complicated that they cannot be providing a supposed service. This research focused on relation between pedestrian's behavior and using conditions of a sidewalk as an example of pedestrian space, and analyzed influence by pedestrians in groups and ones using portable equipments on service of pedestrian space. Thus, it is clarified that pedestrian characteristics and an oncoming traffic related to the walking speed or the occurrence of conflict comparatively by multivariate analysis. Finally, this research considered influence of these pedestrians by showing quantitatively the change in the level of service from stand point of those indexes.=

In this research, after surveying the problems in commuter traffic in Kyoto Metropolitan Area, we clarified the success factors and the problems of Workplace Mobility Management paying attention to the implementation processes by introducing the actual projects in Kyoto prefecture. As the results, in a preparatory step of Workplace Mobility Management, we clearly showed that the agreement among stakeholders and the organization for decision making are very important, and we also provided the knowledge as a leading Workplace Mobility Management to success. This knowledge should be useful and applicable to the other areas where Workplace Mobility Management is undertaken.

We analyzed the factors of automobile CO2 emission change calculated with the master data of the origin-destination travel survey by municipalities between 1999 and 2005. CO2 emissions per capita decreased in the municipalities which population was over 50,000 persons, especially in the special wards of Tokyo, on the other hand, the emissions increased in the municipalities which population was less than 50,000 persons. The factors of the decrease were a decrease of travel distance per trip, an increase in fuel efficiency of automobiles, and especially in the major municipalities, a decrease of use and possession of automobiles. The factors of the increase were an increase of the short-distance trips for daily use in the smaller-scale municipalities.

Parking Deposit System (PDS) is proposed to improve public acceptance of Road Pricing (RP) which can reduce effectively traffic congestion and air pollution. This study examines the characteristics of PDS and conventional RP (cordon-based and area-based pricing) in terms of efficiency and equity. In order to evaluate income regressive effects as equity, we construct a multi-class network equilibrium model of the user's mode and route choice behaviors for the several income classes. As a result of application to the Nagoya Metropolitan Area, PDS has the following characteristics as compared with conventional RP. 1) PDS has sufficient environmental improvement effect, although the car reduction effect becomes small by refund. 2) In area-based pricing, the efficiency of PDS is higher than the conventional system. 3) PDS is more equitable system because it is a kind of revenue allocation policy.

While road pricing(RP)is considered one of the most effective means of traffic demand management(TDM), its poor acceptability has been the greatest impediment to its implementation. The authors propose a "parking deposit system"(PDS) as a flexible road pricing scheme. In a previous study, the authors proved the acceptability of PDS were influenced by fairness, infringement on mobility, recognition of effectiveness, which was investigated by constructing decision making model of PDS approval. The main purpose of this study is not only to extend the knowledge of the effectiveness of policy information on PDS when decision making, but also to measure the influence of social interaction in public debate process. This paper discusses the fundamental factors of acceptability toward PDS by using the data from the focus group interviews.

In this study, we tried to verify effects of traffic and environmental educational program on parents who didn't attend the program through school children. As the result, the program had significant effects on psychological measures such as moral obligation, attitude toward public transport, and behavioral intention for children and parents. On the other hand, attitude toward vehicle on parents had activated significantly in opposite direction toward an intention of the program. The reason was not clear but there may be a possibility of influence that we added emphasis to comfort and convenience of vehicle use in the program to avoid one-side argument. And the result indicated that there were significant effects on parent's behavioral modification to constrain vehicle use and promote public transport use.

In this study, it aims to verify whether the building volume-to-lot ratio deregulation policy by Tokyo in Jiyuugaoka is a suitable measure for the charm improvement of Jiyuugaoka, and to obtain the suggestion of the promotion strategy of the town of small "core". As a result of the investigation, a difficult urban foundation advanced use became clear by the ratio of building volume to lot limitation of the width of a front road in Jiyuugaoka. It is a factor that extended in respect a small-scale store and maintain detailed being done improves the walking environment. In addition, beginning the blot of a commercial store has been generated in the house zone away from the station, and the balance of an excellent residential quarter and the commercial area is kept. Therefore, the building volume-to-lot ratio deregulation policy is unreal, and shows leading to the loss of the charm of Jiyuugaoka.

Many Japanese-Brazilians settled in several Japanese cities after the amendment of immigration law in 1990. This study aims to measure the impacts which the ethnic community brought to Japanese host-society. Through the case study of Oizumi-Machi, Gunma Pref., where foreign residents ratio is more than 16%, we have carried out the spatial and social survey to grasp those impacts. The results are as follows. The first 10year from 1990 would be considered as the period in which the host society showed its hospitality and the ethnic community was organized in many fields. Those two societies found its place separately, so the spatial segregation has emerged. In the latest years in this period, as the ethnic community grew, the conflicts between the host society and foreigners group began to be observed. Next and recent 10year period, though the spatial segregation is more deepened, socially, the partnership between two social groups is sought by both communities.

The Railways has been playing a big role on the transportation and urban development in Japan. The stations helped the development of the city. However, the railways were discontinued by motorization. And there occurred the unnecessary sites of railway and station. This study aims to show the conversion of the site of railways right. And we sent the questionnaires to municipalities and rail carriers which have the site of railway right and analyze the actual conditions of those land use conversions. As a result, a lot of sites of railway right are used for the road. The change for the public transportation is only 3 cases. The old Toyama Chihou Tetsudou Imizu line is used for bus exclusive road. A lot of the old station sites are used for the public plants. Some of the old station sites are used for downtown revitalization.

This paper clarifies the activities of the bottom-up styled associations for the conservative urban reform in Grenoble, France. The Commission for the Preservation of the Old Grenoble was born in 1968 and came to have the major function of the technical consultation. In other hand, the unions of area continued acting positively and came to have the major function of the bottom-up styled consensus making. As a result, as the two organizations worked together in some cases, these two functions amplified each other. Finally, they realized the collaboration with the administration, thanks to the two functions. And this system was installed in the major cities in 1982 by the PLM law.

Kaigijo in Hirosaki City. "Yatai-mura", the model of CS business constructed mainly in North Japan. However, "Yataimura" is usually managed by the private companys as a bussiness model, Dotehiro-Yataimura had been established by the non-profit purposed organization and it has succeeded to fill some vacant lands and empty shops in the city. Shopping Districts are currently declining at an alarming rate in Japan. The following study investigates the current transition being made within, Hiraishinwa-kai and Kasuga-cho Dori Shopping Districts. Through clarification of roles being played by each community member within the Shopping District, it is found that the storekeepers perform two important roles: continuity of business and succession of human relationships. In order to maintain the district as the place of daily communication, this paper suggests the current storekeepers to be supported by former storekeepers to succeed human relationships, and by commuting storekeepers to sustain business.

This study aims to examine the factors involved in increasing pedestrian traffic in a shopping area, and the conditions of such an area that attract business owners who are thinking of opening new shops in a city center. We selected Hachinohe City, to compare the wandering behaviors of people coming to town with the shop distribution in the city center, in order to find out what kind of new rented shop owners will face what challenges in connection with their business plans. The results are as follows: it is necessary to cause people to walk slowly by increasing the number of shops and bringing shop density to a certain level in order to increase pedestrian traffic in the city center. Local government policy for the subsidization of shop rental fees is needed to draw different varieties of businesses and creating a commercial district that attracts the targeted customers are essential to promote the opening of new shops.

This paper aims to explain the conditions of relationship amongst the citizens' organizations and also the role of each organization in the cultural landscape conservation initiatives in Borobudur Sub-district area. The conclusion could be summarized as follows: 1)According to the timeline analysis and organization relationship mapping, the citizens' organizations in Borobudur Sub-district have different characteristics. Especially during phase III, the network structure became complex, and connected amongst each sector. In phase IV, the number of citizens' organizations decreased, and the network structure became simpler, but the connections still remain. 2) Citizens' organizations in sub-district level took some important roles in the cultural landscape conservation initiatives.

In the local city, when urban improvement by the city planning will be executed under the severe financial condition, the local authorities will need to secure the independent revenue source. Property tax that occupies about the half of the municipal taxes income synchronizes with the land price, and can be called revenue related to the city planning that urges the new housing supply and the sophisticated land use. Then, in Nagaoka City as case study, this study aims to clarify the condition and transition of the property tax income from the relation to the city planning. As a result, although we can confirm the increase in revenue by development in the suburbs partly, we clarify that the property tax income in the entire city has decreased because of a great decrease in and around the downtown. For urban maintenance in the future, the city planning that considers securing revenue is necessary.

Many municipalities are introducing a compact city concept to limit urbanization for building economic, environment and social sustainable city. To discuss concrete measures for achieving compact city, we should understand the conversion mechanism of farmlands which were major sources of building lots supply. In this paper, factors associated with farmland conversion rates are analyzed in urbanization promotion area of Tokyo metropolitan suburban cities using regression analysis. As a result, I showed that a city planning tax rate and a productive green land rate increased the conversion rate. Economic incentives together with regulations have a potential to control farmland conversion.

Gyotoku area has left shape of built-up area though supplies the demand for the residential quarter of Metropolitan areas. The analysis of this study is based on the activity of GYOTOKU-KOBUSHIN-GUMI as a case study. They are the organization of the builders who do the activity for the built-up area preservation in cooperation with activity of the resident in region. The purpose of this paper is to find the roles and business characteristics of the builders of Machidukuri of Gyotoku. The findings are as follows. They do the activity of the main disaster prevention in cooperation with activity of the resident in region, and their how to each activity for relations was different. And they have some different business characteristics. On one hand they have some common consciousness of the problem in the built-up area preservation.

The City Planning Law provides 7 legal methods for the urban improvement and development, including the Land Readjustment Projects (LR), the New Urban Residential Area Development Projects (NRD) and the New Town Infrastructure Development Projects (NID). NID is carried out with the some Land Acquisition by the Eminent Domain as NRD and the Land Replotting measures as LR. In other words, the technique of NID is originally based on both NRD and LR which are very popular in Japan. However, any NID has not been implemented yet. This study aims to analyze the background of NID constitution and the characteristic of the system of NID. And we try to clarify the reason behind non implementation of NID until now.

Many urban planning roads have been planned by the concentration of population to cities and the extension of urban districts after postwar period. However, there exist the routes which are untouched or unimproved throughout long term by severe finance situation. Based on the present state of reevaluation of urban planning roads in our country, this study proposes the evaluation flow for the urban planning roads reevaluation. The extraction and the evaluation of reevaluation routes are carried out, and it finally decides abolition, change, and continuation. As the evaluation items which are the efficiency function, the network function, the urban space function, and the security and safety function are considered, and AHP technique are applied to calculate weight of the each evaluation items.

Revision of planned road doesn't advance smoothly because consensus building among residents for it is difficult and that organization who reviews it is unclear. Recently, administrative divisions provide the guideline of revision of planned road. But the contents written on it and the actual condition are not clarified. By this study, we found that revision of planned road by the guideline doesn't advance, that the process of it in the guideline regards consensus building among residents as most important and that the fact in the region is valued more than objectivity and necessity of road because municipalities review it. The problem in the future are inspecting of necessity of road, introduction of third party organization, extraction of road which have to be reviewed by administrative divisions.

The use of renewable energy, such as wind power, has been getting a lot of attention recently due to the worsening of the global warming and energy-resource problem. Therefore, much more wind power generation facilities have been developed, and the necessity of its location control from the view point of urban planning has been increasing. The aim of this study is to show the location control system of wind power generation facilities and its actual operation in Germany. The author describes beside the outline of the system of "concentration area for wind power generation facilities" in the land use plan, its positive utilization by the municipalities and the effectiveness of it. He also derives from the survey the necessity of taking the detail circumstances into consideration such as economic viability and detail conditions of the part of the municipal area in the planning process of the concentration area.

This study is intended for "The system to offer the district plan" established in 2002. This system is one of The City Planning that the residents can take the initiative in deciding a plan. The cities establish the ordinance of a method that offer the district plan to cities, then resident can use this system. However the ordinance is not advanced to establish. This reason is the city planning proposal system that established in 2003 on city planning law, resident does not need the system of offer the district plan. Even if it is so, this ordinance works to promote the "Machidukuri" by resident. Some cities establish the ordinance that make a system of establishment of "Machidukuri" conference by resident and make a community plan, and cities decide the district plan to a legal binding force in city planning. I think that is a hint of initiative by resident in city planning.

Land readjustment projects have various risks derived from many landowners and long project term. Therefore it is very important for completing land readjustment projects to identify and evaluate the risks from the view of project management. This paper firstly discusses the identification by use of AHP based on a questionnaire to land readjustment planners and engineers who have more than 2 years experiments. Thirty seven risks were identified among 4 project stages and the risks were compared with the eight categories of an existing research for DID area. The comparisons show good agreements. And the weights of the risks to financial crisis obtained by AHP were found not to have differences from the knowledge of land readjustment experts. These results suggest that the identified risks and their weight are useful for risk or project management of land readjustment project.

In order to reduce risk in the evacuation route in case of emergency in crowded residential area with wooden structure, this study has two aims. The first is to evaluate the rise in the degree of security in the evacuation route by removing movable structures, a wall for example, and to evaluate the capability of preservation and creation of the routes which going through between houses. The second is to examine the possibility to realization of that. The conclusion as follows; Some roads rise in the degree of security by removing walls, but others which is narrow and surrounded by houses densely can't be ensured security unless the houses are reconstructed. Improving preservation and maintenance of the routes which going through between houses, it is clarified that the residents who live in the block which has difficulty about evacuation can two-way-evacuation and they have come to evacuate safely.

Tokyo Metropolitan Government has carried out an municipal staff training since 1998. During a decade, pre-disaster countermeasures for post-disaster recovery have been developed and exceeded like an announcement of damage estimation about an earthquake right on capital (2006) and revision of earthquake disaster recovery manual(2003). In this paper, performance measurement methods were implemented in this training especially exploiting outcome-sequence chart. A survey of awareness was conducted on municipal planning staff participating desk training organized by TMG. Their capacity and knowledge were measured. And we considered: How could they build a capacity for post-disaster urban planning. In conclusion, this training has useful affects to developing local municipal measure for post-disaster recovery and capacity-building for municipal planner.

It has been argued that considering neighborhood characteristics is important for urban planning for crime prevention. This study aims to identify the relationship between residents' fear of crime and environmental characteristics at the district level. Questionnaire survey data of 2000 samples conducted in Ichikawa city, Chiba prefecture were combined with existing GIS data and were analyzed at the district level. The analysis indicated that, while the degree of residents' fear of crime, the number of places that evoked fear of crime, and the degree of the concentration of fearful places did not vary among districts, the types of land use that heightened fear of crime and the reason of fear of crime were quite different between districts. Thus, it is argued that, in the future, countermeasures to reduce fear of crime should take environmental characteristics into account.
