Abstract
After some years of enforcement by the Tokyo Metropolitan Government, the support policy for the homeless was entered a new phase, namely the program from the street to community life. The program is characterized by housing first. With the background of the history in the Japanese housing policy and the drastic change of social and economic conditions, the paper concludes that we should introduce the housing first approach into the support policy for the homeless and the housing policy. The following issues should be discussed; 1) the publicness of the private rental apartments, 2) the realization and preservation of affordable housing with stable living environment through urban planning, 3) the arrangement for the support organizations in the private sector to act fully, 4) the definition of homeless as a broad sense.
