Abstract
Recently, frequency and strength of flood are becoming more severe due to increasing of heavy rain and to changing of land use. Therefore, it is not only necessary to construct and maintain river banks by using conventional engineering method, but it is also important to consider control of land use to prevent or mitigate occurrences of severe flood. In this study, we firstly selected the Sakaigawa River basin because the land use of this basin is most dynamically changed last three decades among Ise -Bay basins. Secondary, we estimated water run-offs from sub-basins by using a hydrological model. Thirdly, influences of the Urbanization Promotion Area on land use change and on river run-off is analyzed. Finally, we prospected future water run-off under a case of BAU land use change.
