Abstract
Under the declining population and elderly society, compact city building is essential in Japan, however, the methodology for the shrinkage is unclear. Although it is important to build the compact city, to shrink the suburban residential area and redevelop the city centre at the same time, how to compensate the cost of the suburban shrinkage is an issue. This paper attempts to clarify the validity of the new suburban shrinking scheme in Yokohama-city. From the analysis, the cost of the suburban shrinkage would be compensated by deregulation of the Floor Area Ratio about 200%, also converting the suburban residential area into the Mega-solar farm, additionally make some more profit.. As a consequence, it is cleared that the scheme of shrinkage under this study can be effectively worked, however, how to concentrate the developments and residents to the city centre are necessary.
