Abstract
Green plans based on the biodiversity needs to be planned by local governments. However, most of local governments can't plan them because there are no regional goals for the biodiversity and it is unclear where the important areas in ecological system are located. This study aims to indicate the way to make regional green plans and local green plans based on the ecological system in Tokyo 23 wards. The findings are as follow: 1) Tokyo Prefecture should make the regional plan and each ward should make the action plan along by the regional plan, and both actors must cooperate with each other. 2) There are the three important areas in the ecological system, which is named "Central Area" and "Outside Area", and "Five Lines". 3) Each ward should make an action plan according to the regional features of the important areas such as geographical features and land use, and district planning.
