Abstract

The issues such as increase of aged population, declining tax and old facilities, are caused negative impacts of finances at local municipalities. Under the circumstances, they are facing to improve/rebuild or reduce the number of facilities. Most public facilities are planned by 500m concentric circles, however, it is difficult to walk the same distance by older people. The purpose of this study is to clarify the new facility location measurement under the topographical conditions in the aged society. We firstly review public facility improvement plans of Ota-ward, followed by the welfare service area setting based on the analysis of distance and inclination of slopes by the older people. As a result, the newly location system covers more elderly populations if they carefully consider the location of combination of school and welfare facilities.
