Abstract
The propose of this paper is to clarify the organization and management for promoting utilization of public space in waterfront the case study is about the Sumida River and bay area in Tokyo. The conclusions are as follows. 1) There are 4types in the details and organizations for utilizations of public waterside by private companies. 2) There are three types that differences in construction and management operators at the public piers. One of the three types ,which governments constructed and private sector manage, has cases that are outsourced to public interest foundation corporations, private corporations, regional organizations, and school corporations. Most utilization is this type.
