Abstract
The Doshu-system is the regional division system which is proposed as effective solution to local city decline and over concentration in Tokyo. However, there are opinions on the pros and cons of the effects. This study puts its focus on symbolic local government unification which is the abolition of the Han system, establishment of prefecture system and "The regional system of division" in Hokkaido. We verify the influence that these local government unification systems gave to population dynamics. Consequently, it is interpreted from results that the transition of the central function promoted the population concentration from local to the city.
